Filtering approval routing groups by a specific department provides visibility into the department's approval routing pathways and triggers. Check if a single user appears in the same department routing twice or more.
Steps:

Go into Settings → Manage Approval Routing

Select Filters

Type the Department name within the search drop-down box.

Choose the Department name you are looking for.

Select the Filters button again to go back into the Approval Routing screen and see the results.
