Answer:
Preferred vendors are displayed in the vendor drop-down menu when manually adding a new item to an order request.
Since CheckOut and PunchOut items are not added similarly, such suppliers cannot be tagged to appear in the vendor drop-down.
Additional Information:
Suppliers in the Supplier Portal are system-generated and cannot be deleted.
