Steps:
You must be a Superuser or have custom permissions to Manage Users to perform the following steps.
Navigate to Settings → Manage Users
Locate and select the user you'd like to assign the permission settings to
Select the Roles & Permissions tab located at the top of the screen below the user's name
Select Switch Role
Select Superuser
Select Apply Role
