Answer:
Approvers with zero for their threshold do not have a threshold limit high enough to approve a Request greater than $0. This does not mean they can not approve Requests within their level though. It just means the Request will still need to be approved by the person within the next level.
The threshold is intended to provide an approver greater power within their group. If the total cost of the Request does not exceed the approver's threshold, after they approve the request, it will be fully approved and will not require further review by the next approver within that group.
However, if their threshold is $0, or is lower than the total cost of the Request, they will still be able to approve the Request, but since their threshold is too low, it will be sent to the next approver for final approval.
