If you notice some items within the Unbilled Items tab not having any Purchase Order attached to it, this is due to an item being created within this page.
You can create an item by clicking the + New Item button and filling in the details. Once filled in, submitting the item will place it into the Unbilled Items section, with no Purchase Order attached.
