Answer:
Requesters can't technically create new Vendors. When they enter a new Vendor's name in the Request for Order under Other, the information is passed onto the purchaser then they have to either select an existing Vendor or register a new Vendor. Purchasers are therefore responsible for recognizing when a new Vendor is added by a Requester that already exists in the system.
